If people think there's some massive fossil fuel subsidy in the government's budget that could be cut, then they'll assume other policies (like carbon taxes or EV subsidies) must not be needed. Along with being kinda misleading (and I mostly blame the way the info is presented in the article, where it buried the lede), my worry is that it can distract people from the actual policy changes we need to cut emissions. That's a legitimate concern, but it's not a literal subsidy of $60 billion of taxpayer money being handed to the fossil fuel industry. It's arguing that not yet having carbon taxes that are high enough to cover all damages from climate change is basically equivalent to a subsidy. In other words, it's saying that climate change is causing $60 billion in damages, which taxpayers have to pay to repair. Lacking adequate carbon taxes, governments continue to pick up the tab for the impacts of climate change - for example, repairing damage from extreme weather events, building new levees, sea walls and storm sewers and paying for wildfire control and increased health costs.
